The day before Ontario Conservatives voted to replace Mike Harris with Ernie Eves, in March 2002, I sat down with Harris for his final interview as premier. Much of that conversation has already been covered, but one thing he said stuck with me: the notion that raising taxes would be very difficult for any future premier, given how Harris had so dramatically changed the political culture. As seminal a change agent as Mike Harris was, he apparently did not see a new premier entering the political scene shortly after his departure who would, in fact, raise taxes significantly twice, have deficits reach the stratosphere, and yet live to tell the tale. But I’m getting ahead of myself. That premier was still a year and a half down the road. Harris’ successor would come first.
